The Consolidated Annual Performance and Evaluation Report (CAPER) details the housing and non-housing needs of low and moderate-income persons. We submit this report to the U.S. Department of Housing and Urban Development (HUD) each year. The report provides metrics on each year's achievements in meeting these needs.
